The Federal Agency for Railway Transport is a federal body of executive authority responsible for rendering state services and managing state property in the sphere of railway transport.
The Federal Agency for Railway Transport has the following functions:
• to act as state client facilitating the implementation of federal target programmes in the sphere of railway transport and the federal selective investment programme;
• to issue individual legislative documents in the sphere of railway transport on the basis of and in execution of the Russian Federation's Constitution, federal laws, decrees, and executive orders of the Russian Federation's President, Government, and Transport Ministry;
• to render services in the sphere of railway transport to an unspecified number of prominent persons in line with federal legislation, including:
- facilitating the transportation of dangerous consignments;
- facilitating the mandatory confirmation of compliance of products, operations, and services with specific requirements and accrediting test laboratories (centres) and certification bodies.
