The Federal Service for the Oversight of Transport is a federal body of executive authority responsible for control and supervision in the sphere of air transport (civil aviation) and sea transport, including navigation safety at fishing seaports, inland water, railway, automobile and municipal electric transport, including metro networks, industrial transport, and road infrastructure, and also exercising technical supervision of sports vessels.
The Federal Service for the Oversight of Transport has the following functions:
• to control and supervise compliance with mandatory behavioural norms as stipulated by Russian legislation, state-power bodies, local self-government bodies, their officials, legal entities, and private individuals;
• to issue permits/licenses for specified kinds of activity to legal entities and private individuals;
• to certify operational civil aircraft;
• to register acts, documents, rights, and objects;
• to organise and conduct investigations into railway, air, maritime, and inland water transport accidents and take part in such investigations in line with the relevant procedure established by Russian legislation and to take part in the investigation into the causes of damage to general-purpose motorways and road-infrastructure elements;
• to issue individual legal acts on the basis and in execution of the Russian Federation's Constitution, federal constitutional laws, federal laws, acts of the Russian Federation's President, and Government and legal acts of the Russian Federation's Transport Ministry.
