The Council is a permanent advisory body, established for facilitating practical cooperation between federal agencies of executive authority, and the business and scientific communities in order to draft proposals to create effective mechanisms for enhancing economic competitiveness and promoting business in the Russian Federation.

The Council has the following responsibilities:

• to conduct preliminary examination of proposals on facilitating cooperation between agencies of executive authority and the business community, proposals on facilitating industrial modernisation and enhanced competitiveness of Russian products through the introduction of new equipment and technology, their expert check and drafting such proposals;

• to implement policies on science, technology and innovation and enhancing the competitiveness of Russian organisations on domestic and global markets;

• to promote competition and restrict monopolist activity, etc.
