- overseeing the activities of the Russian Government sub-commission for customs, tariff and non-tariff regulations and foreign trade protection measures of the Government Commission on Economic Development and Integration.
IGOR SHUVALOV, First Deputy Prime Minister of the Russian Federation. Coordinates the work of the federal executive bodies and issues instructions to them in the following areas:
- drafting guidelines for Russia's socio-economic development;
- pursuing a consolidated fiscal, lending and monetary policy, and managing Russia's sovereign debt and financial assets;
- state financial planning, drafting and executing the federal budget, improving government spending efficiency and the budget system, and drafting and implementing tax policy;
- state investment policy, drafting federal targeted programmes, and developing efficiency assessment criteria for these programmes;
- state regulation of financial markets, as well as insurance and auditing activities;
- developing government policy on foreign economic activities and foreign trade;
- trade, economic relations, and the economic integration of the Russian Federation with member states of the Commonwealth of Independent States;
- government policy on international relations;
- government policy on technical regulation;
- the Russian Federation's World Trade Organisation membership;
- government regulation of intellectual property rights;
- government policy on civil defence, protecting the population and territories against emergency situations;
- government policy on transport and communications;
- government support for small business;
- government property management;
- government policy on cadastre registration of real estate, registration of real estate rights, and transactions therein;
- government policy to ensure freedom of economic activity within the common economic space, anti-monopoly policy, and promoting competition;
- government policy regarding the activities of natural monopolies;
- government tariff policy;government migration policy.
DMITRY KOZAK, Deputy Prime Minister of the Russian Federation. Coordinates the work of the federal executive bodies and issues instructions to them in the following areas:
- government policy regarding the social and economic development of the Russian regions;
- formulating federal targeted programmes for the development of the regions, implementing measures to close the gaps in the social and economic levels of the regions, the creation and operation of free economic zones, the allocation of support from the Investment Fund of the Russian Federation;
- developing a system of goals, tasks and performance indicators for the executive bodies of the Russian Federation's regions in accordance with national social and economic priorities;
- delimiting spheres of authority between the federal executive bodies, the executive bodies of the regions of the Russian Federation, and local government bodies to ensure their coordinated action;
- implementing government policy on inter-ethnic relations, improving the institutional and legal foundations for inter-ethnic relations;
- preparations for the 2014 Winter Olympic Games and Paralympic Games in Sochi;
- promoting physical fitness and sports;
- government policy on construction and architecture, housing and utilities;
DMITRY ROGOZIN, Deputy Prime Minister of the Russian Federation. Coordinates the work of the federal executive bodies and issues instructions to them in the following areas:
- developing and implementing government policy on industry and the military-industrial complex;
- fulfilling the government armaments programme, the state defence order and programmes for the development of the defence, nuclear and aerospace industries;
- ensuring national defence, ensuring mobilisation readiness of the Russian Federation and managing state material reserves;
- export control over goods, information, works, services and results of intellectual activities that may be used to create weapons of mass destruction, delivery vehicles and other types of armaments and military equipment.
IGOR SECHIN, Deputy Prime Minister of the Russian Federation. Coordinates the work of the federal executive bodies and issues instructions to them in the following areas:
- developing and implementing government policy for industry (with the exception of the military-industrial complex) and energy sector;
- government policy on the use of natural resources and environmental protection;
- environmental, technological and nuclear supervision.
VLADISLAV SURKOV, Deputy Prime Minister of the Russian Federation. Coordinates the work of the federal executive bodies and issues instructions to them in the following areas:
- implementing priority national projects (excluding the national project on agriculture) and government policy in modernisation of education, healthcare, social security, affordable and comfortable housing;
- government policy on culture and the arts;
- government policy on science and innovation, including the development and use of GLONASS;
- government regulations on youth policy;
- unified government demographic policy;
- cooperation with religious communities.
ALEXANDER KHLOPONIN, Deputy Prime Minister of the Russian Federation. Coordinates the work of the federal executive bodies and issues instructions to them in the following areas:
- developing and implementing government policies on the comprehensive socio-economic development of the regions of the North Caucasus Federal District;
- government regulation of the distribution and allocation of financial support from the federal budget to the budgets of the regions of the North Caucasus Federal District, and monitoring its implementation;
- implementing state investment projects and efforts to enhance the effectiveness of budget expenditure in the regions of the North Caucasus Federal District;
- enhancing the investment attractiveness of the regions of the North Caucasus Federal District and developing economically efficient infrastructure facilities.
ANTON VAINO, Deputy Prime Minister of the Russian Federation. Coordinates the work of the federal executive bodies and issues instructions to them in the following areas
- developing a system for monitoring the performance of federal executive bodies and the executive bodies of the regions of the Russian Federation;
- enhancing the performance of the federal executive bodies and the executive bodies of the regions of the Russian Federation and the implementation of the administrative reform;
- civil service;developing and implementing government policy on mass communications and the media;
- organising legislative activities;
- organising government planning and monitoring the federal executive bodies' compliance with the Russian government's decisions;
- government policy on justice;
- cooperation with judiciary bodies and the bodies attached to the Prosecutor's Office;
- government statistical activities;
- drafting decisions of the government of the Russian Federation and instructions of the Prime Minister of the Russian Federation.
